استدعاءات من دون استنابات قضائية: مخابرات الجيش اللبناني تستدعي ناشط حقوق الإنسان نور مرعب ونور يعتبر أن استدعاء مخابرات الجيش غير قانوني لأنه غير صادر عن مرجع قضائي

في تاريخ السابع عشر من شهر كانون الثاني ألفان وإحدى عشرة

تلقى ناشط حقوق الإنسان واللاعنف الإستراتيجي نور مرعب اتصالاً من شخص ادعى أنه تابع لجهاز مخابرات الجيش اللبناني من الرقم 009611887687 وعرّف عن نفسه بأنه السيد “جميل حداد من مخابرات منطقة الزلقا في قضاء جبل لبنان التابعة للعقيد بيار صعب” حسب قوله، وأنه مطلوب أن يحضر نور إلى “مركز مخابرات الجيش اللبناني في جبل لبنان الواقع في منطقة الريحانية بتاريخ الثامن عشر من شهر كانون الثاني على الساعة الثامنة صباحاً”.
أبلغ نور المتصل أن الإستدعاء الذي يحمله غير قانوني لأنه غير صادر عن سلطة قضائية شرعية وأن مخابرات الجيش ليست ظابطة عدلية ولا يحق لها استدعائه بكل الأحوال وأبلغه عدم تعاونه مع هذا الإستدعاء غير القانوني وأنه سيكون متواجداً غداً في منزله في منطقة الضبية إذا أرادوا اعتقاله.
ويؤكد نور أن هذه الإستدعاءات هي إنتهاكات فاضحة للقانون اللبناني وأنه يجب على جمعيات حقوق الإنسان ومن يعنيهم الأمررفع دعوى تجاوز حد السلطة وإنتحال صفة ظابطة عدلية على جهاز مخابرات الجيش وباقي الأجهزة الأمنية التي تعمل من دون الرجوع إلى القضاء بإستدعاء المواطنين والتهويل عليهم وتهديدهم بأمنهم وحرياتهم. 

 

كما ويشير نور إلى أن هذا الإستدعاء لا يبدو مرتبطاً بقرار المحكمة العسكرية الذي قضى بسجنه لمدة شهرين والذي صدر بتاريخ الاول من شهر ايلول من سنة ألفان وعشرة ولكنه أكد بأنه سيواجه هذا الإستدعاء بنفس الطريقة وأنه سيعلن عدم التعاون الكامل مع جهاز مخابرات الجيش اللبناني المنتهك لحقوق الإنسان والمعروف عنه ممارسته لأبشع أنواع التعذيب النفسي والجسدي والتنكيل بالمواطنين.

The Human Rights and Strategic Nonviolence activist Nour Merheb, received earlier this day a phone call from a person who claimed to be from the Lebanese Army Secret Service from the number 009611887687 and he identified himself as Mr. “Jamil Haddad from the secret service of Zalqa area in the district of Mount Lebanon under the supervision of Colonel Pierre Saab,” as he claimed, and he informed Nour that he is required to Present himself at “The center of the Lebanese army secret service in Mount Lebanon, located in the area of Rihaniyya on the eighteenth of January, at 8:00 AM.”
Nour told the caller that the request he hold is illegal because it is not issued by a judicial authority and that he will not cooperate with this order and that he will be available tomorrow in his home in Dbayeh area if the secret service wishes to arrest him.
Nour confirms that those calls are a flagrant violation of the Lebanese law and all Lebanese Human Rights organisations must file law suits against the army secret service and other security organizations who violates Human Rights and the Lebanese Laws. 

Nour also mentioned that the SS request might not be related to the decision of the military court which sentenced him to prison for two months and which was issued on the first of September, 2010. Yet, he stressed that he would face this unlawful request in the same way and that he will declare full non-cooperation with the Lebanese army secret service, which is known for its violations of human rights and their practices of psychological and physical torture and abuse of citizens.
